The purpose of this referendum is to set updated farming rewards for the AMPE/KSM pool on Zenlink Amplitude. After seeing the organic traction on the AMPE/KSM pool, the Pendulum team has decided to reduce the farming rewards on the AMPE/KSM pool.

### Farming rewards:

- Current - 0.730093543235 per block (translating to 160,000 AMPE per month)
- Updated - 0.370370370370 AMPE per block (translating to 80,000 AMPE per month)

Schedule a majority-carries referendum to be tabled next once it is legal to schedule
an external referendum.

The dispatch of this call must be `ExternalMajorityOrigin`.

- `proposal_hash`: The preimage hash of the proposal.

Unlike `external_propose`, blacklisting has no effect on this and it may replace a
pre-scheduled `external_propose` call.

Weight: `O(1)`

- **Problem Statement:** Updating farming rewards for the AMPE/KSM pool on Zenlink Amplitude.
- **Significance:** Addressing the need to adjust farming rewards due to organic traction on the AMPE/KSM pool.
