## Original description
Purpose of the referendum is to authorise the implementation of an Pendulum-own pallet that extends our current treasury pallet with a `buyout()` feature similar to the eq-treasury.
We propose the creation of this new pallet within Amplitude. It will allow KSM holders to seamlessly swap a specified amount of KSM tokens for **AMPE** tokens _directly_ from our treasury, thereby obtaining a token for gas fees.

This referendum is a significant step forward in the development and growth of the network.

Authorize an upgrade to a given `code_hash` for the runtime. The runtime can be supplied
later.

The `check_version` parameter sets a boolean flag for whether or not the runtime's spec
version and name should be verified on upgrade. Since the authorization only has a hash,
it cannot actually perform the verification.

This call requires Root origin.
