This root transaction is for setting up the parameters for the recently added pallet within Amplitude that allows users to exchange a specified amount of XCM tokens for AMPE tokens directly from our treasury, thereby obtaining a token to pay for gas fees. The parameters are as follows:

- The maximum amount the user can buy - 1 AMPE every 24 hours
- Allowed assets for the buyout are set to KSM and USDT
