The purpose of this referendum is to perform a runtime upgrade on Amplitude.

This includes:

* Changing the payout of collator rewards to originate from the treasury instead of minting new tokens
* Allow AssetHub as a reserve for DOT and remove the relay chain as the reserve (in preparation for the AssetHub migration)
* Disable the `(limited)reserve_transfer_assets` and `transfer_assets`extrinsics on the polkadotXcm pallet. This is also in preparation for a breaking change with the AssetHub migration.
